ABE Iloilo's iCARE Unit

This is a great opportunity for students to involve themselves in healthcare and disaster preparedness. With the efforts of the school personnel and faculty, the school's very own student-organized health patrol unit will form to meet the needs and to fill-in the gap between students and personnel in terms of health promotion and disease prevention. Thus, will create a healthy and harmonious environment for learning and development.


Rationale
Formation of ABE Iloilo's own student-organized first aid respondent team to enhance health promotion and address school-related health problems. The name of the unit will be called, "ABE Iloilo’s Initial Care Unit (iCARE).” The unit will be the first-line of health providers for their classmates, schoolmates and school personnel in times of shock, burns, wounds, fractures, and disasters. They will be taught and trained regarding basic life support principles and technicalities.

Objectives
  • To promote active participation of students in the advocacy of health and wellness.
  • To organize and train a platoon per year-level who will provide immediate first aid measures in times of healthcare needs.
  • To widen the watchful eyes for health-related problems especially in the surveillance of communicable diseases and lifestyle disorders.
  • To enhance student participation in the formation of health policies, goals and objectives for the school.
  • To train a disaster management unit to respond effectively in times of natural and man-made calamities.
  • To assist the school during health-related activities.
  • To assist the health care team in the creation of a health provider’s manual for all school personnel and student.


Participants
Membership is open to all students enrolled in ABE Iloilo City. Every year level must have their representative.

Organizational Structure
The unit will implement the military general staff system, where:

Commandant
This designation is given to the school nurse who will be in direct collaboration with the health care team, dean and the school director. The commandant will be in-charge of the whole supervision of the whole unit.

Staff 1: Manpower / Personnel
The S1 or Adjutant is known to be the link between the staff and the commandant. He will supervise and be accountable for the functions of the entire staff, handling manpower actions from the staff-to-commandant and commandant-to-staff.

Staff 2: Intelligence / Security / Information
The S2 is responsible for collecting and analyzing intelligence information regarding planned or approved school activities. He is also responsible in acquiring information regarding trending topics, issues, and concerns of school personnel and students. Furthermore, he manages all security clearance issues for the entire unit.

Staff 3: Operations
The S3 is responsible for plans and training. The operations office plans and coordinates activities, and all things necessary to enable the formation to operate and accomplish the unit’s activities. All aspects of sustaining the unit's operations, planning future operations, and additionally planning and executing all unit training, fall under the responsibility of operations. The operations office is also tasked with keeping track of the weekly meeting schedules.

Staff 4: Logistics
The S4 is responsible for the managing the materials, transport, facilities, and services. He is tasked to design, construct, acquire, store, distribute, handle, maintain, and dispose materials. Facilitate transport needs of the unit, plus request and reservation of facilities.

Staff 6: Signal (Communications and IT)
The S6 directs all communications and is the point of contact for the issue of communication during operations. The S6 is also usually responsible for all electronic systems to include computers for presentations and storage of important documents, cameras for documentation purposes, and administration of a online social group for the unit.

Staff 8: Finance
The S8 is responsible for all financial concerns of the unit, especially generation, allocation,expenditure, budgeting and auditing of funds.

Alpha Platoon Leader (1st Year Representative)
He is the representative of the entire 1st year level who coordinates with the staff and his batch mates regarding both the unit and school’s plans and activities.

Bravo Platoon Leader (2nd Year Representative)
He is the representative of the entire 2nd year level who coordinates with the staff and his batch mates regarding both the unit and school’s plans and activities.

Charlie Platoon Leader (3rd Year Representative)
He is the representative of the entire 3rd year level who coordinates with the staff and his bath mates regarding both the unit and school’s plans and activities.

Delta Platoon Leader (4th Year Representative)
He is the representative of the entire 4th year level who coordinates with the staff and his batch mates regarding both the unit and school’s plans and activities.

Aside from the commandant which is an immediate appointment, all staff officers and platoon leaders will be appointed through a democratic election via weight of votes. Reelection will commence every start of the next school year.

Budget
The unit will gain its funds through membership fees, income-generating activities and sponsorship.
